Maybe... Anyone is good at pixel stuff?

The watermark, is it centered on the document, or centered on the full image?
In this page the document is off center.

Nah. The "watermarks" are too perfect on each page to be the work of someone's black marker treatment. I'd imagine we'd see more of a variation amongst the pages.

I'm still in the market of it being something behind the page being scanned...

Either way, this would be back-tracking, no?

About the watermark, I did some measurings:

It is centered on the image, not the document.
Meaning, where was no watermark in the document.

The documents present only variations of black. They may be photocopied.

The watermark is in a shade of blue, wich clearly means:
1. Either was used a color scanner that introduced the color while scanning
or
2. The post processing on the computer introduced the watermark

If number 2 is the case the other thing that I was thinking is if a trial version of software was used that could be a "Trial Version" watermark..Thats where the T comes in. But its only a theory to kick around.

I think none. It only says that he doesn't have a quality scanner at home.

The blue T probably means the docs were printed/photocopied in a thin grade paper, that let the negative holder be seen through.

I also noticed the blue aura is present in all the photos presented with the docs, but no T is seen.
I believe this means that the photos were in fact photographic paper, which is thicker.
The blue aura in the photos (but not in the docs) is probably due to the glossy quality of the paper, which reflects back the light and gets scanned as blue hue.

My own conclusion is that those are actual scans of printed/photocopied docs and the photos were scanned from photos in glossy paper.
