Armed police have been deployed outside Britain's spy HQ in response to the UK's raised terror threat - which currently stands at "severe".

Ministry of Defence Police are guarding the entrances to the intelligence and security organisation GCHQ and making occasional sorties to the perimeter.

Officials at the listening post in Cheltenham, Gloucestershire, says the move is not a response to one specific threat, but the terror threat in general.

A GCHQ spokesman said: "The security posture of our sites, including the safety of our staff, is under constant review.

"Our enhanced security arrangements are not in response to any specific threat but related to the raising of the UK threat level from international terrorism from substantial to severe last year."

The base has prepared flyers for worried local residents and it will be sent out immediately to calm those in the area.

It reads: "In line with all government organisations, we have been keeping GCHQ's security arrangements under review and have decided that the time is right to introduce an armed police presence at our Benhall site.

"We would like to reassure you that this is not in response to any specific threat, but simply a pragmatic and precautionary response to the raising of the National Threat Level last year.

"Although these additional security measures will have no impact on local residents whatsoever, we thought that you would like to be aware and have the opportunity to contact us if you have any concerns."

The enhanced security precautions at the Benhall site next to the A40 are a direct response to the raising of the National Threat Level in August last year.

The current threat level from international terrorism for the UK is rated as "severe", meaning a terrorist attack is "highly likely".

The scale ranges from "low" to "moderate" to "substantial" to 'severe' to "critical" and on-site security is under constant review.

Martin Horwood, Cheltenham's Liberal Democrat MP, said: "I understand why GCHQ must be looking very carefully at security in light of what is going on all over the world and in European towns and cities.

"But I also would understand if local residents were a bit concerned by this.

"It is not something we would want to have as a permanent arrangement.

"I wouldn't want our country to drift into a situation where our police are routinely armed."

Dr Steve Steinhardt, the chairman of the Benhall Residents' Association, said: "Obviously we have GCHQ on our doorstep which we accept as part of our environs and obviously it is a highly at risk establishment.

"In view of the high national importance of it we have to accept it needs to be protected and if there are armed police there, within the perimeter, we obviously accept the fact there is a need for that."

Mystery Mars plume baffles scientists

Plumes seen reaching high above the surface of Mars are causing a stir among scientists studying the atmosphere on the Red Planet.

On two separate occasions in March and April 2012, amateur astronomers reported definite plume-like features developing on the planet.

The plumes were seen rising to altitudes of over 250 km above the same region of Mars on both occasions. By comparison, similar features seen in the past have not exceeded 100 km.

"At about 250 km, the division between the atmosphere and outer space is very thin, so the reported plumes are extremely unexpected," says Agustin Sanchez-Lavega of the Universidad del País Vasco in Spain, lead author of the paper reporting the results in the journal Nature.

The features developed in less than 10 hours, covering an area of up to 1000 x 500 km, and remained visible for around 10 days, changing their structure from day to day.

None of the spacecraft orbiting Mars saw the features because of their viewing geometries and illumination conditions at the time.

However, checking archived Hubble Space Telescope images taken between 1995 and 1999 and of databases of amateur images spanning 2001 to 2014 revealed occasional clouds at the limb of Mars, albeit usually only up to 100 km in altitude.

But one set of Hubble images from 17 May 1997 revealed an abnormally high plume, similar to that spotted by the amateur astronomers in 2012.

Scientists are now working on determining the nature and cause of the plumes by using the Hubble data in combination with the images taken by amateurs.

"One idea we've discussed is that the features are caused by a reflective cloud of water-ice, carbon dioxide-ice or dust particles, but this would require exceptional deviations from standard atmospheric circulation models to explain cloud formations at such high altitudes," says Agustin.

"Another idea is that they are related to an auroral emission, and indeed auroras have been previously observed at these locations, linked to a known region on the surface where there is a large anomaly in the crustal magnetic field," adds Antonio Garcia Munoz, a research fellow at ESA's ESTEC and co-author of the study.

The jury is still out on the nature and genesis of these curious high-altitude martian plumes. Further insights should be possible following the arrival of ESA's ExoMars Trace Gas Orbiter at the Red Planet, scheduled for launch in 2016.

Russia-Pakistan Deal May Lead to More Sales

ISLAMABAD — A deal for Pakistan to directly import Russian engines for the JF-17 Thunder multi-role fighter will improve the program and may lead to more Russian-made parts for the aircraft, analysts say.

News broke over the weekend that Pakistan would directly import the Klimov RD-93 engines from Russia rather than via China, which reportedly also supports the deal.

Kaiser Tufail, an analyst and former air commodore, said he believes the deal is significant on cost and political grounds.

"I think a direct deal with Russia for supply of the engines basically removes the Chinese middleman, resulting in cheaper procurement cost. It is also reflective of a thaw in what has been a frosty relationship with Russia over the past several decades," he said.

Considering the JF-17 is a Sino-Pakistani project, Tufail said: "China's approval of direct procurement from Russia is also significant, and can be seen as trilateral cooperation between the three countries, in which Pakistan enjoys a pivotal position."

Engine availability has always been a source of speculation for the JF-17 program — initially the lack of a Western-made powerplant — and whether Moscow would continue to supply the RD-93, leading Pakistan to look for an alternative.

An alternative does exist in the Chinese Guizhou WS-13, but analysts do not consider it yet to have matured. With the guaranteed availability of the RD-93, the only issue is whether a more powerful, and perhaps thrust-vectoring, variant may be adopted at a future date.

The European EJ200 is also being offered, but for potential customers such as Saudi Arabia.

Brian Cloughley, analyst and former Australia defense attache to Islamabad, said, "I think there is already examination of the means of upgrading the JF-17 in many ways, and it would be surprising if this did not include more powerful engines, and certainly an improved version of the RD-93 would be a sensible choice."

Cloughley said financing may be an issue, but it's something he said he believed politics will overcome. "As usual, it all comes down to cost — but Russia is cutting the price of its exported defense material in order to acquire and lock-in markets."

Cloughley also highlighted a perennial fear of sanctions for Pakistan that still shapes its policies. "This is yet another blowback effect of sanctions, and it may cost the west considerably in the long term."

However, Tufail questioned the need for the JF-17 needing a replacement engine.

"I believe it is a premature idea, as the current RD-93 is powerful enough, providing a thrust-to-weight ratio of almost 1:1," said Tufail.

"So far the engine has performed flawlessly, both from an operational and maintenance point of view, its relatively low [time between overhaul] notwithstanding. When the PAF eventually decides to replace the current engine, it would likely be on the TBO factor," he added.

Tufail explained that under present circumstances, the JF-17 may not be suited to a more powerful engine.

"It also needs to be understood that any thrust increase in an aircraft that is not amply endowed with a large internal fuel quantity is not a feasible option. The RD-93 is, therefore, likely to continue on the current version of the JF-17 for the foreseeable future," Tufail said.

Cloughley said the engine deal could lead to further Russian involvement in the JF-17. "I have no doubt that Moscow and Islamabad are looking at all sorts of equipment, and it would make sense for Pakistan to make deals — providing they are acceptable to China."

The engine deal could eventually lead to weapons deals, Tufail said.

"Over a long term, Russian weapons would surely come under consideration, but I believe for the time being, we won't get into retrofits," he said.

Tufail added: "These are effort intensive for they need time to iron out the interface glitches. For the next 5-7 years, the PAF would like the weapon system to mature, though I am sure studies of Russian weapons integration would surely get underway during this period."
