Iran's supreme leader and pivotal political figure has used a vast financial empire to secure his power, according to an investigation.

Ayatollah Ali Khamenei, Iran's supreme leader, controls a financial empire worth an estimated US$95 billion (60 billion) - far greater than the wealth accumulated by the late shah, the deposed pro-Western monarch.

Assets often based on property seizures have been acquired by an organisation called Headquarters for Executing the Order of the Imam [shortened to Setad in Farsi] under Ayatollah Khamenei's authority and helping to tighten his grip on his power, according to Reuters.

A six-month investigation by the news agency showed that Setad - originally founded by the late Ayatollah Ruollah Khomeini, spiritual leader of Iran's Islamic revolution - had expanded into a "business juggernaut" in the past six years, to hold stakes in every sector of the Iranian economy. This included finance, oil, telecommunications, production of contraception pills and even ostrich farming.

Its dramatic growth has attracted the attention of the US treasury department, which imposed sanctions on the organisation last year after branding it "a massive network of front companies hiding assets on behalf of... Iran's leadership".

The value of Setad's assets were 40 per cent higher than Iran's total oil revenues for the past year and significantly exceed the presumed riches of Shah Mohammad Reza Pahlavi, who was ousted in the 1979 revolution that brought the current Islamic regime to power.

Legal action taken by the Islamic authorities claiming that the shah and his wife had stolen $35 billion - roughly $79 billion in today's values - after fleeing the country at the time of the revolution was dismissed by a US court.

While there is little evidence that Ayatollah Khamenei - renowned for a spartan lifestyle - had used the assets to enrich himself, Reuters reported that they had enabled him to consolidate his power and position himself above the regime's rival factions.

"The revenue stream generated by Setad helps explain why Khamenei has not only held on for 24 years but also in some ways has more control than his revered predecessor," Reuters wrote. "Setad gives him the financial means to operate independently of parliament and the national budget, insulating him from Iran's messy factional infighting."

Its assets include properties confiscated from regime opponents and people living abroad, the investigation concluded.

The report highlighted cases of houses and possessions being seized from members of the Bahai community - a religious sect not recognised by the regime and whose members are subject to systematic persecution, human rights campaigners say.

One 82-year-old Bahai woman - now living in Europe - described how her apartment and those of her three children in a multi-storey building her family had owned for years were taken away by Setad after a long campaign of harrassment.

While Setad has built schools, roads and provided electricity in impoverished areas, Reuters reported, much of the wealth it has acquired has been retained rather than redistributed.

Some of it has been used to fund Ayatollah Khamenei's office, known as Beit-e Rahbar (the leader's house), which now employs around 500 people, many recruited from the military and security services.

Hamid Vaezi, Setad's head of public relations, told Reuters in an email that its information was "far from realities and is not correct". He also said Setad disputd the allegations of the US reasury department and was "in the process of retaining U.S. counsel to address this matter."

I googled some, and could trace back the story no further than discloser collective 'Sorcha Faal', article shown here, scroll down to 'Time Well' subject. Sorcha Faal, presenting itself as a monastic Order, headed by Sister Maria Theresa (who bears the leadership title Sorcha Faal), in turn appears to claim to be an outlet of sorts for the Russian Foreign Intelligence Service. I could not find a source link in support of the Russian intelligence connection, however.

'Killer robots' ban must be part of Geneva talks, says campaign group

Campaign to Stop Killer Robots says UN-sponsored meeting must stop development of fully autonomous weapons

An international coalition of disarmament and human rights groups has said that UN-sponsored talks in Geneva this week must seize the opportunity to ban the development of fully autonomous weapons, dubbed "killer robots".

The Campaign to Stop Killer Robots said that such weapons, once activated, would select and engage targets without human intervention.

Though they have yet to be fully developed, robotic systems with various degrees of autonomy and lethality are used by the US, Israel, South Korea, and the UK, while other nations, including China and Russia, are believed to be moving toward systems that would give full combat autonomy to machines, the campaign warned.

"In recent months, fully autonomous weapons have gone from an obscure, little-known issue, to one that is commanding international attention", it said.

The Geneva meeting is expected to lead to an agreement to place the issue of "killer robots" firmly on the agenda of the UN Convention on Conventional Weapons. "Most fundamentally, an international ban is needed to ensure that humans will retain control over decisions to target and use force against other humans," said Mary Wareham of Human Rights Watch (HRW).

The US defence department issued a directive on 21 November 2012 that requires a human being to be "in the loop" when decisions are made about using lethal force, unless department officials waive the policy at a high level, HRW said.

However, it added that the directive was not a comprehensive or permanent solution to the potential problems posed by fully autonomous systems. "The policy of self-restraint it embraces may also be hard to sustain if other nations begin to deploy fully autonomous weapons systems", it added.

"Governments must address the fundamental question of whether it is inherently wrong to let autonomous machines make programmed decisions about who and when to kill," said Professor Noel Sharkey, chair of the International Committee for Robot Arms Control (ICRAC),

Thomas Nash, director of Article 36, set up to prevent the unintended, unnecessary or unacceptable harm caused by certain weapons, said: "The UK is in a strong position to play a leadership role in developing such a treaty. This country has advanced scientific and military capabilities, diplomatic clout around the world and a policy position that says weapons should always be under human control".

Nash added: "The problem is the government seems to be saying we don't need new international rules to govern these unprecedented technological developments around autonomy on the battlefield. That position is at best naive and at worst reckless."

The campaign to stop autonomous weapons is an international coalition of civil society groups. It says a ban "should be achieved through an international treaty, as well as through national laws and other measures, to enshrine the principle that decisions to use violent force against a human being must always be made by a human being".

Thin, Active Invisibility Cloak Demonstrated for First Time

Nov. 12, 2013 Invisibility cloaking is no longer the stuff of science fiction: two researchers in The Edward S. Rogers Sr. Department of Electrical & Computer Engineering have demonstrated an effective invisibility cloak that is thin, scalable and adaptive to different types and sizes of objects.

Professor George Eleftheriades and PhD student Michael Selvanayagam have designed and tested a new approach to cloaking -- by surrounding an object with small antennas that collectively radiate an electromagnetic field. The radiated field cancels out any waves scattering off the cloaked object. Their paper 'Experimental demonstration of active electromagnetic cloaking' appears today in the journal Physical Review X.

"We've taken an electrical engineering approach, but that's what we are excited about," says Eleftheriades. "It's very practical."

Picture a mailbox sitting on the street. When light hits the mailbox and bounces back into your eyes, you see the mailbox. When radio waves hit the mailbox and bounce back to your radar detector, you detect the mailbox. Eleftheriades and Selvanyagam's system wraps the mailbox in a layer of tiny antennas that radiate a field away from the box, cancelling out any waves that would bounce back. In this way, the mailbox becomes undetectable to radar.

"We've demonstrated a different way of doing it," says Eleftheriades. "It's very simple: instead of surrounding what you're trying to cloak with a thick metamaterial shell, we surround it with one layer of tiny antennas, and this layer radiates back a field that cancels the reflections from the object."

Their experimental demonstration effectively cloaked a metal cylinder from radio waves using one layer of loop antennas. The system can be scaled up to cloak larger objects using more loops, and Eleftheriades says the loops could become printed and flat, like a blanket or skin. Currently the antenna loops must be manually attuned to the electromagnetic frequency they need to cancel, but in future they could function both as sensors and active antennas, adjusting to different waves in real time, much like the technology behind noise-cancelling headphones.

Work on developing a functional invisibility cloak began around 2006, but early systems were necessarily large and clunky -- if you wanted to cloak a car, for example, in practice you would have to completely envelop the vehicle in many layers of metamaterials in order to effectively "shield" it from electromagnetic radiation. The sheer size and inflexibility of the approach makes it impractical for real-world uses. Earlier attempts to make thin cloaks were not adaptive and active, and could work only for specific small objects.

Beyond obvious applications, such as hiding military vehicles or conducting surveillance operations, this cloaking technology could eliminate obstacles -- for example, structures interrupting signals from cellular base stations could be cloaked to allow signals to pass by freely. The system can also alter the signature of a cloaked object, making it appear bigger, smaller, or even shifting it in space. And though their tests showed the cloaking system works with radio waves, re-tuning it to work with Terahertz (T-rays) or light waves could use the same principle as the necessary antenna technology matures.

"There are more applications for radio than for light," says Eleftheriades. "It's just a matter of technology -- you can use the same principle for light, and the corresponding antenna technology is a very hot area of research."
