US attempts to halt Paris auction of sacred Native American artefacts

Embassy calls for delay to see whether masks and headdresses can be reclaimed by Hopi and San Carlos Apache tribes

International campaigners are making last-minute efforts to halt the sale in Paris of sacred ceremonial masks and headdresses from Native American tribes.

The US embassy appealed to the auction house to delay the sale, due to be held on Monday and Tuesday, so the 25 items from the Hopi and San Carlos Apache tribes can be identified to see whether they can reclaim them.

The battle follows attempts to halt an auction of 70 Hopi masks in Paris in April. Even the intervention of the Hollywood actor Robert Redford, who described the earlier sale as a "criminal act ... that could have serious moral consequences", was not enough to halt the €930,000 (£780,000)sale.

On Friday, Survival International, which campaigns for the rights of indigenous peoples, lost a legal challenge over latest auction. The French judge, Claire David, said neither moral nor philosophical considerations could justify preventing a legal sale.

On Saturday, Mark Taplin, the US charge d'affaires in Paris, delivered a letter to the EVE auction house asking for the sale to be delayed.

"The embassy made this request on behalf of the two tribes so that they might have the opportunity to identify the objects, investigate their provenance and determine whether they have a claim to recover the items under the 1970 Unesco convention on the export and transfer of ownership of cultural property, to which France is a signatory, or under other laws," the embassy said in a statement.

US diplomats emphasised the "great importance" of the objects to the Native Americans and said they should not be sold "precipitously and in the absence of consultation" with the two tribes.

The sale of sacred Native American artefacts was banned in the US in 1990 but there is no similar legislation in France.

The EVE auction will sell more than 100 Amerindian artefacts, but the rare masks, described as "exceptional" are the most contested. Among them, is a version of the Tumas Crow Mother mask dating from the 1860s and given a catalogue price of between €60,000 and €80.000.

EVE auctioneer Alain Leroy said: "Never has a sale of art Amerindian gathered together as many ancient and rare objects."

The latest top secret unmanned spy plane to be uncovered isn’t just a design idea, it’s already flying at the Air Force’s famed Area 51. Unlike the recently announced SR-72, the new RQ-180 from Northrop Grumman is believed to be currently in flight testing according to Aviation Week and Space Technology.

The RQ-180 is a new design aimed at intelligence, surveillance and reconnaissance (ISR, a.k.a. spying) and incorporates stealth technology, in addition to an efficient new design that’s tailored to flights over countries where the red carpet isn’t being rolled out for current U.S. spy drones.

It’s the successor to the Lockheed Martin RQ-170 Sentinel, known as the “Beast of Kandahar” for its countless missions out of Afghanistan since 2007. It is assumed the RQ-170 has flown missions over Iran and Pakistan, but the aircraft lacks the endurance of other unmanned aircraft, somewhat limiting its capabilities. Iran displayed what is claimed to be a captured RQ-170 in December 2011. The U.S. Air Force would only acknowledge that it lost control of an RQ-170 over western Afghanistan at the same time.

The new RQ-180 is thought to largely address the problem of flying in hostile airspace through improved stealth design and better aerodynamics. According to Aviation Week, the unmanned spy plane would allow the Air Force to expand ISR capabilities beyond the “permissive environments — such as Iraq and Afghanistan,” where current drones such as the Global Hawk and Predator/Reaper operate. Instead the RQ-180 would be able to fly undetected in airspace where the U.S. does not have permission and/or the protection needed to fly.

This denied airspace capability has been missing from the Air Force’s inventory since the speedy SR-71 retired in 1998. The Blackbird mainly relied on its speed and altitude — along with some stealth-like qualities — to fly over countries and gather intelligence where the U.S. was not welcome.

Aviation Week points to financial reports from Northrop Grumman that suggest the possibility of the new airplane, as well as satellite images of the company’s facility in Palmdale, California and Area 51 that show new hangars capable of holding aircraft with a wingspan of at least 130 feet — larger than a Boeing 737. When asked about the existence of the RQ-180, the Air Force told the trade publication that it “does not discuss this program.”

The use of unmanned aircraft for spying continues to rise year after year. But most of the work is done by slow flying aircraft such as the Global Hawk and Predators. In addition to flying relatively slow, these airplanes are also far from invisible to radar. Most of their use has been limited to flying over areas where manned fighter aircraft are able to control the skies, providing protection for the vulnerable drones.

The RQ-180 on the other hand is expected to have a stealth design with greatly improved aerodynamics giving it greater efficiency, which in the case of ISR work, translates to longer missions which could include longer transits to a target area, or more time over the target.

Northrop Grumman has also been publicly flight testing its X-47B unmanned combat aircraft, including take offs and landings from an aircraft carrier. The X-47B is aimed at combat as well as intelligence gathering, and is being developed for the Navy.

The musician-turned-activist reckons the world will end in 2030 - leading to the extinction of humankind.

Sir Bob, 61, based his miserable prediction on the effects of climate change.

“The world can decide in a fit of madness to kill itself," he told a group of youngsters at a summit in Johannesburg, South Africa.

The former Boomtown Rats singer also warned "the next war will not be a World War One or a World War Two, it will be the end."

He added: "We may not get to 2030. We need to address the problem of climate change urgently."

Sir Bob is best-known for his attempts in helping to fight famine in Africa, staging Live Aid at Wembley Stadium in 1985.

He finished his speech by apologising for being "bloody miserable", but added: "just get on with it".

Despite the dire warnings on climate change, it emerged last month that a million square miles of Arctic seas have frozen in the past year as a new environmental trend takes hold, dubbed "global cooling".

Details of the latest twist in the debate emerged in a secret memo to the United Nations Intergovernmental Panel on Climate Change.

It says that a chillier-than-usual summer has left a thick ice layer stretching from the Canadian islands to the northern coast of Russia.

The ice prevented dozens of yachts and a cruiser getting through America's North-West Passage.

The shock memo surfaced just days before the Arctic freeze is about to begin and six years after warnings that global warming would melt the ice by this winter.

An ice-free Arctic was boldly predicted in a 2007 by Professor Wieslaw Maslowski, of the Naval Postgraduate School in Monterey, California.

He said his grim but conservative estimate was provided by the most realistic computer models. Cambridge University expert Professor Peter Wadhams added: "This is not a cycle, not just a fluctuation. In the end, it will all just melt away quite suddenly."

On the back of the dire warnings, billions of pounds were invested in green measures to combat agents of climate change such as greenhouse gas emissions.

But the secret UN memo revealed that the ice has spread quickly following the smallest ever frozen surface area, this time last year.

It also shows how governments who fund the panel are terrified at the implications of the new predictions.

Telecoms Boss: US 'Should Abide by European Privacy Rules'

The head of German telecommunications giant Deutsche Telekom has called for Europe to do more to protect privacy and combat international spying. Rene Obermann's words come as eight of the world's largest technology companies appealed to President Barack Obama and the US Congress to enact sweeping changes to spying laws and put a stop to mass collection of data.

Obermann, who became chairman of the Deutsche Telekom board in 2006, told German business daily Handelsblatt that politicians in the European Union are not doing enough in response to the spying scandal uncovered by NSA whistleblower Edward Snowden earlier this year. The documents from his archive include allegations that the NSA and the British intelligence agency GCHQ hacked into internal connections between data centers belonging to Google and Yahoo, while millions of pieces of data were gathered. It was also revealed that the NSA was keeping track of mobile phones across the world -- and had even eavesdropped on German Chancellor Angela Merkel.

Obermann pulled no punches in criticizing the data gathering carried out by intelligence agencies in the US and beyond, and said: "I was angered most of all because confidence in two pillars of our society, free communication and privacy, has been shaken to such an extent. I think what is happening is in the long term even dangerous to democracy."

What is needed, Obermann said, is for the European Commission to fundamentally alter the relationship between Europe and the US, or at least its footing. For example, he called for a renegotiation of the Safe Harbor agreement allowing American companies doing business in the EU to transfer personal data like birthplace, telephone numbers and email addresses back to the US. "It's negligent that so little is happening here," he said.

Deutsche Telekom itself has been at the forefront of efforts to create a "German Internet" where data does not go outside national borders.

Mealy-Mouthed Behavior

Ultimately, Obermann believes Europe should try to enforce its stricter rules -- perhaps harmonized around those currently in force in Germany -- on the rest of the world. "If companies from the US or any other country want to do business here in Europe, then they must abide by our standards," he added. "And that also makes economic espionage difficult. I therefore don't understand this mealy mouthed behavior."

The eight tech giants that are signatories to the open letter to President Obama and Congress, which has also appeared in newspaper adverts, would seem to agree that action is needed. In the letter, Apple, Google, Facebook, Microsoft, Twitter, AOL, LinkedIn and Yahoo underline their support of radical reforms which have already been floated in Washington.

"The balance in many countries has tipped too far in the favor of the state and away from the rights of the individual -- rights that are enshrined in our constitution," the letter says. "This undermines the freedoms we all cherish. It's time for change."

Five Principles for Surveillance Reform

Along with a letter, the tech companies also published five principles for reforming government surveillance:

• Limiting the authority of governments to collect information

• Greater oversight and accountability

• More transparency about governmental demands on tech companies

• Respecting the free flow of information

• The creation of a "robust, principled and transparent framework" for requests for data across jurisdictions.

The Silicon Valley companies are also acting from self-interest, as a loss of confidence could affect them badly. Hundreds of millions of people worldwide use their services through email, smartphones, networks and chat programs. According to the Guardian, the letter is the largest concerted action yet by the industry.

But it is not the first -- American tech companies have already asked the US government several times to be allowed to publish details of how many requests they had received under the Foreign Intelligence Surveillance Act (FISA) per year. FISA was adopted as part of the Patriot Act and enables intelligence agencies to force companies to release data using secret court orders. Such arrangements are classified as secret so that the company concerned cannot publish any details.

The eight companies now challenging Washington still face criticism that they accepted this practice without resistance -- only Yahoo had even once complained about such a request for information.

UFO news: Hikers photograph alleged alien in Bulgaria

UFO news out of Plovdiv, Bulgaria involves a group of young hikers who claim they photographed an alien while hiking in Yundola, which is a large meadow between Rila and Rhodope Mountains, a mountain range in southeastern Europe that lies primarily within Bulgaria and to a lesser extent in Greece.

There is a magical, mystical folklore associated with this mountain range. "In Greek mythology, Queen Rhodope of Thrace, the wife of King Haemus, was changed into the Rhodope Mountains by Zeus and Hera as a punishment."

According to a report that appeared in The Canadian, on Dec. 5 2013, the creature was a "tall alien-like entity" that appeared briefly to the hikers.

A popular and well respected YouTube channel,StephenHannardADGUK, posted a video containing images of the alien along with the following description:

“A group of young hikers insist they have photographed an extraterrestrial creature in a dense forest near Plovdiv, Bulgaria.

The group were hiking in Yundola, a large meadow between the mountains of Rila and Rhodoppe, when they came across the mysterious visitor.

One of the hikers managed to snap a picture of the creature before it vanished, an grey Alien perhaps?”

One thing that makes this image so compelling is that two similar creatures were allegedly caught on camera in Baden-Wuerttemberg, Germany this month. In the more recent video, which was recorded on Dec. 6, 2013, to humanoid creatures with long spindly arms and legs were filmed moving alongside what appears to be a UFO. Predictably, reaction to the latest UFO in daily news has been mixed. One YouTube user, Ozark mama, left a particularly interesting comment:

“I'm so tired of people who are scared to immediately start out with Fake, Fake, Fake. Why does everything have to be fake? You had better get with it people and start facing the fact that this planet has more life forms on it than we could ever imagine. The way things are going with all the nasty government cover ups and black ops going down you are going to be in a hill of sh*t if you don't get your heads out of your a**es and start realizing this is real stuff. Putin vows to beef up Arctic military presence

MOSCOW – Expanding Russia’s military presence in the Arctic region is among the top priorities for the nation’s armed forces, President Vladimir Putin said Tuesday.

Speaking at a meeting with the top military brass, Putin said Russia is “intensifying the development of that promising region” and needs to have “every lever for the protection of its security and national interests there.”

He emphasized the importance of the Soviet-era base at the New Siberian Islands, which the military started to overhaul this year. Russian officials have described the facility as key for protecting shipping routes that link Europe with the Pacific region across the Arctic Ocean.

Putin also said that Russia will restore a number of Arctic military air bases that fell into neglect after the 1991 collapse of the Soviet Union.

Russia, the United States, Canada, Denmark and Norway have all been trying to assert jurisdiction over parts of the Arctic, which is believed to hold up to a quarter of the planet’s undiscovered oil and gas. In 2007, Russia staked a symbolic claim to the Arctic seabed by dropping a canister containing the Russian flag on the ocean floor from a small submarine at the North Pole.

Defense Minister Sergei Shoigu said Tuesday that the military next year will form a dedicated group of forces in the Arctic to protect Russia’s national interests in the region.

Shoigu added that the Russian armed forces would also work to expand their presence elsewhere.

He said that the Russian Navy will continue to maintain its permanent presence in the Mediterranean, which was restored this year for the first time since Cold War times. Until recently, the navy only made sporadic visits to the area, but it now has a rotating squadron of ships in the Mediterranean.

Russia has been a key protector and ally of Syrian President Bashar Assad and the deployment was part of efforts to project its power.

Shoigu said that Russian forces on the far eastern Sakhalin Island were also beefed up this year.

Putin, elected to a third presidential term in 2012, has sought to revive Russia’s Soviet-era clout and military might amid a strain in relations with the United States amid disputes over the U.S.-led NATO missile shield and other issues.

He reaffirmed on Tuesday his position that the U.S. missile shield would damage the strategic balance. Russia has described the missile defense as a threat to its nuclear deterrent and rejected U.S. assurances that it isn’t aimed against Russian forces.

Putin said that the massive effort to modernize Russia’s military arsenals will continue next year, when the military will commission more than 40 intercontinental ballistic missiles, more than 200 military aircraft and two nuclear submarines, among other weapons.

Monsters director Gareth Edwards helms WB’s latest Godzilla reboot, which stars Aaron Taylor-Johnson, Elizabeth Olsen, Bryan Cranston, David Strathairn, Ken Watanabe, Juliette Binoche and Sally Hawkins. The teaser saves a full-on Gojira reveal for later but with its wingsuit action and scenes of wanton destruction – not to mention a little 2001 aural nod – manages to erase the memory of P. Diddy jamming with Jimmy Page that 1998′s Godzilla wrought. For a few minutes, at least. The Legendary co-production hits theaters May 16, 2014.

Russia may answer conventional attack with nukes

MOSCOW (AP) — A Russian Cabinet member says Moscow has reserved the right to use nuclear weapons in response to a conventional strike.

Wednesday's comments by Deputy Prime Minister Dmitry Rogozin carried by Russian news agencies reflected Moscow's concern with prospective U.S. weapons.

Weapons that have been developed in the U.S. under the so-called "prompt global strike" program would be capable of striking targets anywhere in the world in as little as an hour with deadly precision. Russia, which has lagged far behind in developing such weapons, has described them as destabilizing.

Without naming the U.S., Rogozin said that those who "experiment with non-nuclear strategic weapons" should remember that "if we come under attack, we will undoubtedly use nuclear weapons in certain situations."

He described nuclear weapons as a "great equalizer."
