Actually if perchlorates are removed from the martian soil, anything will grow.

Decontamination from perchlorates will be a must for sure.

The use of ammonium perchlorates as a source for fuel would be a bonus, granted they keep it stored far, far away.

Imho, it should never be stored next to a population within a radius of 20 miles. Strange thing is, Nevada Test Site, area 51, Nellis, etc. has all that open land. Why store acres of rocket fuel so close to a large population ?

Martian temperature would seem to rule out growing potatoes.

+20C on a good day to -120 C at night is not conducive to growth.
